First of all, the term publics is supposed to be the  possessive public&#039;s. &quot;Raising the cackles&quot; is a misuse of the term, &quot;raising the hackles.&quot; Hackles are the hairs on the back of a dogs neck that are raised in response to fear or anger.  It would make more sense if the hackles were raised on the public&#039;s neck. &quot;Cackles,&quot; as defined by the Oxford dictionary, are sounds made by a bird.</description>
